Ladies and gentlemen, peace be upon you..
On behalf of the Iraqi people I would like to express my gratitude for hosting us in this important meeting, and we thank Germany for its invitation to us and hosting this conference which combines major industrial countries in the world and the leaders of other countries.
Ladies and gentlemen.. The first action we performed was the formation of an inclusive government that combines all components of the Iraqi people on the basis of the Constitution. Each component is well represented, whether in the government or parliament. The government received unmatched support internally and internationally. We offered a government agenda that has been approved by all representatives of the Iraqi people, and we are working together on the implementation of its items in a spirit of cooperation and coordination.
We consider adhering to national unity as the right approach to safety, by which we can overcome the challenges. But Iraq which faces many challenges should not be looked at as a war zone only, rather, the population of our country is more than 35000 million and we have huge human, economic capabilities and natural recourses, and most of the Iraqi provinces are stable and secure and ready to have reconstruction and investment projects, so , the efforts of supporting its economy and encouraging development opportunities will contribute in its stability to serve all Iraqis and encourage the return of normal life in the areas which witness security confrontations.
Friends.. Today, Shiites, Sunnis, Arabs, Kurds, Turkmen and Yezidis, Muslims and Christians, and all components are fighting terrorism as a single unit. They defend Iraq, its people and territorial integrity. Army and police forces with the popular mobilization include all of these components, along with the Peshmerga forces and the tribal fighters. These forces achieved impressive victories over the past few days in Baiji, Thirthar and Anbar as well as in the rest of fronts. And Da'esh is being defeated consequently with the determination of our people and their sacrifices. We welcome any international effort to fight Daash which poses a threat not only on Iraq but on the neighboring countries, the region and the world at large. The world needs solid and concerted efforts to stop the flow of foreign terrorists who are causing death and destruction in Iraq in addition to preventing the deals of Daesh in smuggling of oil and Antiquities to finance terrorism machine.
Leaders of our friend countries.. Iraqi people stand united in this fight and support the liberation of the usurped cities by Daesh. Unanimously, The Council of Ministers as well as all political, religious and tribal forces in the governorates of Iraq with all communities adopted our decisions to support army, police, the local fighters, displaced persons, and the stabilization of the liberated areas.
In spite of the determination of our people and security forces to defeat Da'esh, the war against terrorism must not be an open ended one; without specific timeframe. It's an attrition war that will end the era of coexistence and stability in the whole world. Therefore, the world must unite the efforts to curtail the time of the confrontation. The shortest the time of confrontation be, the more secure and stable the world would become. Thus Iraq needs continued support in order to resolve this battle in favor of peaceful coexistence and security in Iraq and the region. It is well known to you that prior to destructing Iraqi heritage and artifacts, Daesh had shattered the peaceful coexistence, the multi-religious, multi-national and multi-conviction characteristics of Iraq, and this threaten the whole world.
We are continuing our plans and reforms to support administrative decentralization to help improve provinces. The relations between the federal government of Iraq, the Kurdistan Regional Government and other provincial governments are specified in the constitution; each of these governments has clear and fixed authorities and powers. Any problem or conflict of powers may arise are to be resolved according to the constitution and understanding between the parties. Our approach is to grant more powers to local governments within the administrative decentralization program of the government.
Once again we thank the countries which stood beside us in Paris and we stand here in Munich and renew our will to have a strong cooperation to serve our countries and people to overcome crises, and we look forward to increase Iraq's support in the economic, security and military fields and everything which help increasing the momentum of victories and end the war.
